Africa Data Centres (Lomé) Data Center

The $23.7 million Lomé Data Center project was financed through the World Bank's West Africa Regional Communications Infrastructure Program (WARCIP), highlighting its regional significance. Its establishment is a direct reflection of Togo's broader national vision, aligning with the 2020–2025 development roadmap to foster digital transformation and economic modernization within the country.

Strategically situated on a site that exceeds one hectare in the nation's capital, the center provides a substantial amount of usable space. The facility is fully built-out with 500 square meters of whitespace, with 400 square meters dedicated to private sector use for colocation services such as full/partial cabinets, shared rackspace, and cages. An additional 100 square meters is specifically reserved for government operations, ensuring sovereign data hosting.

The facility's ownership lies with Société d’Infrastructures Numériques (SIN), a state-owned entity tasked with managing Togo's digital infrastructure. It operates under a public-private partnership model, with Africa Data Centres—a subsidiary of Liquid Intelligent Technologies—managing the operations. This collaboration blends state strategic oversight with private sector expertise for efficient, reliable management.

The center is actively pursuing Tier III certification from the Uptime Institute, signifying its commitment to international standards for reliability and concurrent maintainability, with 99.982% availability expected. Key technical specifications include 2N redundancy for both UPS and cooling systems. The facility, which became operational in 2021, also boasts high-level security measures like a fenced perimeter, CCTV surveillance, biometric and card access control, and an inert gas extinguishing system.

Beyond its technical specifications, the data center serves a pivotal strategic role in Togo's national digital agenda. Officials emphasize its importance in reducing international connectivity costs and enhancing resilience for critical government and commercial services. It provides a secure, sovereign location for data hosting, which is a critical component for growing the region’s digital economy.

The carrier-neutral facility offers a variety of colocation services to tenants, including Full Cabinets, Partial Cabinets, Shared Rackspace, and Cages, supported by Remote Hands service. It also includes practical on-site amenities such as a Meet-Me-Room (MMR), a Conference Room, and Office Space, facilitating connectivity and collaboration for its single current tenant offering colocation services.
